IAB Job Survey Welcome to the online version of the IAB Job Survey 2022 on behalf of the Federal Employment Agency / IAB.

The IAB Job Survey has been established in 1989. It surveys a representative group of firms and organsiations within Germany. The organisations are selected at random every year in order to keep the administrative burden as low as possible.

Participation is voluntary, but we hope for your participation. Your answers are very important to us. Only if we receive enough information from companies on personnel policy and staffing can we draw well-founded scientific conclusions about the current and future dynamics on the labour market. Please support us in this.

Please answer the questionnaire for the company/administrative unit addressed in the cover letter. By this we mean the local production, trade, service or administrative site, and NOT the entire company, the entire group or the higher-level administrative office. The administrative unit survey is the same local unit as when registering for social security (social security company number).

Please fill out the questionnaire even if your company/administrative office does not have its own personnel administration. The answers should reflect the personnel situation on site. If this is not possible for formal reasons, please forward the questionnaire to the responsible body or administrative unit within your organistaion.

As a temporary employment agency, please indicate the persons employed by you as your employees or employees subject to social security contributions (and NOT as temporary workers – this only applies to companies in which these persons are employed).

Survey Finds Smaller Stations Anticipate Hit From 'the Great Resignation'

The survey results are highly relevant both for practice-oriented policy advice and for scientific research, as the IAB job survey is unique in Germany. The resulting studies have a major influence on the decisions in the labour market policy of the federal government, the federal states and in Europe. At regular intervals, the IAB publishes press releases, short reports and articles in order to make the results available to a broad public. Economix Research & Consulting is an independent institute for economic and social policy consulting. It has been conducting this survey for many years on behalf of the Institute for Employment Research (IAB). Dr. Ben Kriechel is a member of the Management Board. The occupation information is recorded according to the Classification of Occupations 2010. In addition to the exact job title, this also requires information on the level of requirements:

This includes the local agencies of the Federal Employment Agency, the working groups between the Federal Agency and the municipalities (joint institutions, gE) and the municipal institutions for job placement (job center). Private employment agencies, on the other hand, are not one of them.

Inside, the family workers, the marginally employed (e.g. mini-jobs) and the trainees. In the case of public authorities and state-owned enterprises, civil servants and judges must also be counted. There must be a direct employment contract with employees. Freelancers, employees on loan via temporary work, subsidised employment relationships (FAV) and one-euro jobs are not counted.

A registered position includes unsubsidized employment relationships, which are registered by employers to the employment agencies and basic security institutions for placement (without seasonal jobs).

Temporary/temporary workers are hired by temporary employment companies and loaned to temporary employment companies for a limited time. They are therefore not employees or employees subject to social security contributions in the company in which they are employed for a limited period of time. An employment contract exists between the temporary employment agency and the borrowed person.

The IAB job survey is carried out nationwide by the Economix Research & Consulting Institute on behalf of the Institute for Employment Research (IAB), the research institution of the Federal Employment Agency (BA). The legal basis for this is § 282 Abs. 5 SGB III. It is a written main survey and three possible telephone follow-up surveys. TM Quadrat GmbH acts as a service provider for the short follow-up surveys in the first three quarters of the following year. All participating institutes bear the responsibility under data protection law and work in accordance with the extensive legal provisions on data protection.

Data

The following information is transmitted to the Economix survey institute: name and address of the company, company number, number of employees subject to social security contributions as of 31.12. of the previous year, industry identifiers and existing contact information of a contact person. The legal basis for this is Article 28 GDPR.

On The Lookout For New Jobs?

After you have returned the completed questionnaire to us, Economix will separate it from your address. This remains with Economix until the end of the investigation and is then deleted. Of course, this also applies if you answer the questionnaire online. The information provided by all companies is processed anonymously in a large data set in which it is combined with information that is already available at the Federal Employment Agency about the company. The merging takes place exclusively via an anonymous code number, i.e. without name and address.

This data set is then evaluated at the IAB for scientific purposes. In principle, the following applies: None of the scientists is able to recognize from which company which information originates, address information is not accessible to them. The presentation of all results is completely anonymous. This means that no one can see from the results what answers individual companies or administrations have given. This also applies to the short telephone repeat surveys in the first three quarters of the following year. The identification of individual companies or administrations is also not possible here.

Your participation is of course voluntary, and you have the right to withdraw your participation at any time. In the event of non-participation or revocation, you will not incur any disadvantages. The revocation does not affect the previous processing.

The IAB Job Vacancy Survey is a quarterly establishment survey covering the (un-)satisfied labor demand in Germany. This survey identifies the entire number of vacancies on the German labor market, including those vacancies that are not reported to the Federal Employment Agency. The main questionnaire obtains information about the number and structure of vacancies, future labor demand, the current economic situation and the expected development of participating establishments. In addition, the questionnaire collects information about the last new hiring and the last case of a failed recruitment process. Finally, the questionnaire enquires about employer attitudes and firms’ use of current labor market instruments. The Research Data Centre of the German Federal Employment Agency offers access to the data starting from the survey waves 2000 onwards.

Despite its key role in labor market processes, the demand side of the labor market is still viewed as a black box in most empirical labor market research. This is primarily due to a lack of suitable micro-data: While individual-level data characterizing individuals’ behavior have been used extensively in economic and sociological labor market research, there are considerably fewer comparable, high-quality, representative data sets on employers’ labor demand. When measuring labor demand, researchers typically face two data limitations. First, data on realized employment provide an incomplete picture of labor demand, as realized employment levels fail to account for unmet labor demand, in the form of unfilled vacancies. Second, even if administrative data on vacancies are available, these data are often confined to vacancies that are registered with public employment agencies, which only cover a certain percentage of all vacancies (Fig. 1).

In this article, we present one of the few data sets that provides information on the structure and level of both met and unmet labor demand: The IAB Job Vacancy Survey (IAB JVS). The objective of the IAB JVS, which has been carried out by the Institute for Employment Research (IAB) since 1989, is twofold: The first goal is to provide comprehensive information on the structure and number of registered and unregistered vacancies in the German labor market (for an earlier description, see Kettner et al. 2011). As such, the survey is also part of the official European Job Vacancy Statistics, managed by Eurostat, providing a full picture of vacancies in Germany. Figure 1 illustrates the relevance of collecting information on both registered and unregistered vacancies by displaying the share of registered vacancies in the overall number of vacancies in Germany. In Germany, as in many other countries, establishments are not legally obliged to report their job vacancies. Thus, the Federal Employment Agency (FEA) statistics only include part of the aggregate vacancies, i.e. the number of reported vacancies for which employers have used the services of the FEA. Figure 1 demonstrates that the fraction of registered vacancies in all vacancies ranged between 23 and 49 percent over the last three decades for Germany.
